I know of no cell phone service plans in the US which don't charge
for incoming calls at least sometimes, though many contract plans have
free incoming and outgoing calls at night and on weekends. Normally
you have "minutes" (even prepaid balances are normally expressed as
"minutes") which are consumed on both incoming and outgoing calls.
How much a cell phone "minute" costs is a variable number. The best
prepaid services start at about 10 cents per minute. Phones on contract
seem to charge, at worst, about 10 cents per minute for plans with a
very small number of minutes, dropping to maybe 5 or 3 or even 2 cents per
minute for plans with larger allowances.
Landlines always have a local calling area where calls are uncharged; if
the mobile's number is in the landline's local calling area it is uncharged.
Outside this area it depends on the long distance calling plan associated
with the landline; it can vary from uncharged (e.g. flat rate monthly plan) to
maybe as much as 15 or 20 cents per minute these days.
