"Fraud" is harsher yet. No, I don't imagine it's much of a risk,
but I can easily imagine some bloody-minded manager accusing you of
trying to defraud them out of the price of a second room. Or at
least whatever their price for "each additional person" is.

The chains I use always ask how many people when I make a reservation.
They might not make a habit of checking, but what if someone in the
next room complained about the noise from a roomful of kids?
