With our policy here in New Jersey it is indeed the car that is
insured. Also, the principal driver is listed for each vehicle covered
by the policy. If the option to cover additional drivers for a covered
car is not take then only those drivers named in the policy can drive
the covered cars.
While there are some things similar, each state has their own
regulations. Each insurance company has their own policy rules within
state regulations.
