Unfortunately, many areas of the US (I read down, so I know that you are
talking about CA, USA), have decided that the tourist should pay for all of
the improvements to the infrastructure, like domed stadia, etc. One gets
nicked in a very bad way, but they assume that the tourists will always come,
so why not nick 'em.

Look at any area, frequented by tourists, and you are likely to see similar
rates and surcharges.
