The only one is from Anacortes to Sidney, north of Victoria. I don't
know about public transport from Bellingham to Anacortes, but bus route
no. 70 runs from Sidney to downtown Victoria, and it appears to stop
close to the ferry terminal.

From Victoria you can take a passenger-only ferry direct to Seattle.
