Patty,

Answering your other question.
You can use your card at some merchants by entering your pin.
Some banks also charge for this method. You can not use it at
merchants that Just take Visa and MasterCard.

Sort of

People who don't qualify for a regularly account but receive SS, SSI,
Survivors. Va and other benefits would get EFT and would get a
restricted atm that only work only at the bank atm.

The reason we don't have the Atm card that only work at atms.
is because a lot of Atm Networks have merged and most networks have
shared agreement. (See below for how atm transaction works)

Some Merchants only take Visa and Mastercard. You would not be able
to use your atm card if it only had the Nyce, Star, Interlink, Maestro
at those merchants.

If you had those check card that have the Visa and Mastercard symbol
you can use at most merchants that take Mastercard and Visa and at
merchant who take Nyce, star, pulse, etc. By either signing for
your purchase or entering your pin. Both methods will come out of
your checking account.

Myself I have a Debit Mastercard and I use it both ways.
Signature and a pin transaction. My bank does not charge me a pin
transaction fee yet. At JC penny's I used as a Mastercard and
signed for my purchase and at Wal-mart I entered my pin for my
purchase.

I check my account online at least every two days. Once you realize
how your bank works. It will be easy to spot fraud and you can cancel
your card fast.

How an atm transaction sort of works
Let say the only networks on your card are Nyce and MasterCard.
But the Machine does not take Nyce or Mastercard but takes Cirrus and
pulse..

Insert or swipe your card
Enter your pin.
Your chose primary checking.
It goes along the pulse-eft network it can not find your bank. So it
pass if off to another network Nyce. Nyce communicates with your
bank and then passes the info back to the pulse network and your
approved (You get the cash) or your are denied (You don't get the
cash)

Debit Card with MasterCard or Visa symbol.
You can also chose Primary Credit. Here how that goes.
It goes along the cirrus network it can not find your bank. So it
pass it off to another network Mastercard. MasterCard communicates
with your bank and then passes the info back to the Cirrus network and
your approved (You get the cash) or you are denied (You don't get the
cash)

No matter what logos is on your standard atm or debit/check card in
the U.S. you can most likely use it at any atm regardless of the
network.

My bank blocks all international transaction outside of the U.S. This
can be unblocked if needed. This cuts the banks fraud way down.
