Maybe I have missed a post in this seemingly endless correspondence, but
I *really* can't understand why our prospective visitors wouldn't simply
cross the border, go directly to a Canadian beer store, and BUY A KEG
THERE.

They would have to pay a deposit for the keg and tap, but the store (or
an affiliate) would refund it in the normal way.

That way they would have their beer at the most economical price, and at
the best temperature, without risking duties -- and quite possibly,
confiscation -- at the border.
