For the same reason Fighter aircraft have headsup displays. If you
only have to look down at the corner of your windshield to glance at a
gps map then back at the road in front of you, your attention to the
road ahead is maximized. If you have to look at the dashboard, you
have to adjust your focus, and your eyes will have to adjust to a
different lighting.

The column between the windshield and the driver's side door, blocks
much more of my view, than my Tom Tom does in the driver's side bottom
corner of my windshield. In fact, I recently missed seeing a jogger
crossing from my left in a bike/jogging path I crossed in a
residential section. I had just crossed a speed bump and was driving
at a slow speed, which caused the jogger to be behind the column until
I saw her in my side window. Good thing she stopped! Will they also
make a law stating the windshield has to be clear of obstruction for
180 degrees in front of you?
