Doubtful. Tourism in my home town is up significantly after heavy taxes
were placed on rental cars. This is in part because the taxes help pay
for some attractions that tourists enjoy. The taxes on a rental car are
also usually in such small proportion to the overall cost of a vacation
that most people don't even bat an eye over them.
