Gawd, you should quit while you're behind.
The annunal registration fees here range from $27 to $47, depending
on the vehicle's weight. The theory is that the heavier the vehicle, the
more wear on the roads. It has nothing to do with value, as that is
expressly prohibited by the Florida Constitution.
As for "people staying on their boats," I do not recall the OP saying
that he was going to live in his car. It a little different. Could a boat
be interpreted as a "residence?" Florida has plenty of experience
with folks using their boats as residences. As for the bills, marinas
collect rent and remit the sales tax to DOR offices. It doesn't take
rocket science to track boats from marina to marina and figure out
who is residing versus who is chartering a boat for a fishing trip.
