You can buy a car, but you won't be able to register or insure it
without a permanent US or Canadian address.

If you are lucky, you might be able to find an insurance company in
Romania willing to register and insure a car located outside of Romania.
You would put Romanian plates on the car and drive it in North America.

Or you can ship your Romanian-plated Dacia across the Atlantic and drive
it here, if your insurance company allows it.
