Start at either Washington, then make your way by train to New York City
(assuming you intend to visit that city). From New York City, you can
visit Niagara Falls, then go home from there. Your air travel will cost
more because you won't be flying round trip, but you'll save a lot of
time and expense traveling within the United States.
