They cannot, unless child is granted visitor visa - highly unlikely for many
nationals. Unfortunately some don't plan ahead and don't investigate
implications of giving birth abroad - regardless how important were cultural
or other reasons for giving birth abroad it wasn't worth the troubles. At
lease one parent must return to Canada, re-establish residency here and
start sponsorship process if visitor visa application is refused.
